ECON a backstop is a precautionary measure warding off impending danger or damage or injury. The term "financial backstop" is often used to describe the ESM that entered into force on the 8th of October 2012, but it can also have a more generic meaning, referring to other measures of financial assistance.

The European Public Prosecutor's Office would be responsible for investigating, prosecuting and bringing to justice those who damage assets managed by or on behalf of the EU.
It would also exercise the functions of prosecutor in the competent courts of the EU countries, in relation to such offences.

The so-called Van Rompuy paper refers to the document on the reinforcement of the Economic and Monetary Union presented by Van Rompuy on 1st October 2012. The June European Council gave Van Rompuy and the three other presidents (Commission, European Central Bank and Eurogroup) a timetable to reinforce the Economic and Monetary Union (EMU): produce an interim report at the 18-19 October summit and a final one at the December summit. In draft guidelines for the conclusions of the October summit, dated 1 October, Van Rompuy gives member states “first indications” of what he plans to suggest in his interim report
